What is a circular movement gauge used for?

Litco includes a 4" circular gauge in their set. What is it for?

And why does Litco not include a 25mm march distance gauge? The set is incomplete.

The 4" is used in DBM. It's the closest you may approach enemy using march movement.

4" is for 15mm -- they don't include one for 25mm.

And what is a circle good for? a straightedge and the exterior arc shape do march distance determinations.
