Has Book 4 been done with regard to the Mongols, if anyone with the list can satisfy my curiousity?

Jeff,

at this stage the only real change is that it allows more choice beteen Cv and LH whilst still allowing the old list to run

IV/35 Mongol Conquest army: 1 x General (Cv), 2 x Mongol armoured cavalry (Cv) or horse archers (LH), 5 x Mongol horse archers (LH), 1 x Mongol horse archers (LH) or rope-pull stone throwers (Art), 3 x Uighur, Khitan, Khwarizmian or Chinese cavalry (Cv) or Uighur, Cuman, Kipchak, Turkoman or Mongol horse archers (LH).

Just catching up after a weeks holiday.

I assume from what Joe and Bob have said is that Phil is releasing the updated lists but only to the play testers rather than as previously to the DBA Community at large via the yahoo group. Is that correct, and if so do you know if there is an intention for a wider release/consultation?

"Previously" Phil also vetted it with a small group before he released it to the public. I believe it is his intention to present it to players later.
