Has anyone compiled a list of all the rules tweaks that are commonly accepted?
Even by region (USA)?

By "tweaks" do you mean changes to the rules as written?
WADBAG has a set of "playing conventions" some of which would qualify.

Wow! Yes, that is what I was looking for. Are these changes generally accepted?
PS - Why the deletion of BUA? That seems to take away the advantages (and reason for existence) of Artillery.

They are generally accepted at WADBAG game nights. I happen to like all of these, but would say that each gaming group has its own set of tweaks.
The closest thing to a common understanding would be the WADBAG Unofficial Guide for tournament play. Its intent, though, is to be an interpretation of the rules as written (with gaps filled in as necessary). So you will not find these tweaks in that Guide even though they come from the same gaming group. Also, please note, that the Unofficial Guide is widely accepted -- but not universally accepted.
As for BUAs, they are just a pain in the butt and don't fit in well with the rest of DBA (IMO). And Artillery can be very effective without BUAs.

There is no such thing as generally accepted.
As Mark says, make sure you don't confuse the Unofficial Guide (created by WADBAG) with our house rules. We deliberately didn't put our house rules into the Unofficial Guide. Our house rules are just that. And the Unofficial Guide is generally accepted.

There is artillery, artillery, and artillery.
Roman Manuballista and equivalent were infantry assets, not much more than bow, and are assumed as part of the blade.
Artillery used in field battles are represented in DBA. Those are the only things that are "Art" elements in DBA.
Artillery used in sieges were totally unportable and completely useless in field battles. They do not appear in DBA at all.
So the reason for existence of DBA elements of Artillery has nothing to do with sieges.
