This company makes plastic styrene veneer sheets in a wide variety of patterns for building castles, forts, roads, rivers, etc.

They come in a wide variety of patterns, including cobblstone paving, brick wall, stone wall, roman paving, egyptian block, etc.
It comes various scales, including 20mm and 25mm, but 20mm is the smallest. Phil Viverito of Classical Hack uses it for his impresive creations in 25mm, and from looking at it I would say that the 20mm stuff would also work well for 15mm.

It's not easy to find on their web page, but this company also makes "Perfic Panels," which seem to be a useful alternative to foamcore.

I bought some of their 1" river terrain sheets at Historicon last summer as these looked like they would work for 15mm rivers. After they were painted and flocked they didn't look too bad. I used a couple of coats of clear acrylic to simulate the water. However they don't lay as flat on the game board as I would like and the bridge seems a little too wide. Don't know if it would pass muster in a tournament. They also stick up above the surrounding flat terrain. But I guess that is one of the problems you will have with any roads/rivers on an otherwise flat board. I think they may be better suited for 25mm figures.

I have several of their sheets including the New Brick, Wood Shakes, Slate Roof and Colonial Details. They're quite good, though I have only tried the New Brick at this stage. I purchased mine from the 17000 series and seem to fit in reasonably well with 15mm.

I'm a bit sceptical about the roads and rivers. This type of material seems too rigid.
It seems very well suited for walls, floors, and paved surfaces like coutyards, town squares, and relatively short 'main streets.'
I also like having an alternative to foamcore.
