As an alternative to the normal DBA tournament format where everyone brings their preferred army within the designated historical period, consider a DBA tourney where players have to bring two armies - a pair of matched opponents from the army lists, with all options available.
Then, when players get to the table, they roll a die to see which pair of armies they use. They then roll to see who gets what, or the non-owning player could choose which army he will use.
Or they play two matches, one with each set of historically matched armies. In each game, the non-owning player could choose the army he would play with.
Once the armies are chosen, play proceeds as usual.
